Councillor appeals for vacating Parking Lot
ITANAGAR, Jun 4: Appealing the women group to vacate the Parking Lot at Bank Tinali, the Councillor Ward 10 Tadik Tagru has also written to the DC Capital for appropriate action.
Earlier a meeting in this regard on the illegal squatting of the newly built government Parking Lot at Bank Tinali Itanagar was held on June 3 and chaired by Ward No. 10 Councillor Tadik Tagru.
The concerned members present in the meeting discussed on the illegal occupants of Govt. property and decided to oppose the illegal occupants.
Councillor Tagru stated that the public property can't be occupied illegally. "They occupied the building without consultation with the Councilor and concern department," he added.
Appealing the government to take necessary action against the women group, the members added that such illegal practice would spread wrong message in the society.
Foundation stone of school library laid
Deobil, June 4: Namsai MLA Chau Zingnu Namchoom, Namsai DC, RK Sharma and Col S B Mishra, CO, 12 Assam Regiment joined with Teacher Durga Prasad Singh in laying the foundation for a library building of the Upper Primary School Deobil under Namsai district.
Addressing the function, Namchoom appealed to the school authorities to make the best use of the infrastructure. He suggested that the facility should remain utilised and not underutilised. The MLA also requested the NGO members present to assist the Deobil school authorities to make the Library a vibrant centre of learning. Appreciating the Apne Library at Wakro, he exhorted all to follow suit in serving the society meaningfully.
Namchoom is funding the library under his MLA LAD fund.
Speaking on the occasion, DC R K Sharma assured the school authorities and the public present that the project will be taken up soon with early starting of the construction. The Block Development Officer has been tasked with the responsibility of taking up and completing the project.
Head Master Jinkuo Mansai expressed his gratitude to the MLA, DC and CO 12 Assam Regiment saying that Deobil Upper Primary will be the first school in the area to have a library facility.
Farmers' training conducted
TAWANG, June 4: The Tawang KVK has conducted a training for farmers at Lhou village, Tawang today. Altogether twenty six farmers participated in the training.
SMS Horticulture Dr. A K Tiwari imparted training to the farmers about the scientific cultivation of cole crops specially Broccoli while Lakshmipriya Borah, SMS Plant Protection, dwelt at length on the disease and pests management of vegetable crops.
Later in a discussion session, the resource persons answered to the farmers queries and cleared their doubts.
NSUI’s helpline

Lohit DEC meeting held
ITANAGAR, June 4: The 1st Lohit District Electricity Committee (DEC) meeting was held in the DC's conference hall at Tezu today regarding implementation of centrally sponsored schemes, namely, Integrated Power Development Scheme (IPDS) and Deen Dayal Upadhayay Gram Jyoti Yojana (DDUGJY) to meet up the critical gap in transmission and distribution system. The meeting was presided over by Rajya Sabha MP cum DEC chairman Mukuth Mithi.

Teacher dies
ITANAGAR, June 4: H D Bhuyan, JT of Govt. Secondary School, Banderdewa has breathed his last at his residence in Deurigaon, Hawajan, Assam early morning today. Born in September 30, 1956, Late Bhuyan joined the education department in 1986 and served in different parts of Arunachal. He rendered his service with great dedication and sincerity for almost three decades as a teacher, informed Arunachal Teachers' Association (ATA).
The Central Executive Committee, Arunachal Teachers' Association (ATA) on behalf of the teaching fraternity of the state expressed deep shock over the sudden and untimely demise of H D Bhuyan. "His contribution towards the people of the state will always be remembered, the ATA said in a condolence message. The ATA members conveyed heartfelt condolences to the bereaved family and prayed to almighty for heavenly peace of departed soul.
Meanwhile, the officials of DDSE Papum Pare district has condoled the demise of HD Bhuyan. He served for about 34 years with sincerity and dedication. His contribution towards the department will always be remembered, appreciated and cherished, the department said in its condolence message. Offering condolence to the bereaved family members, it further prayed for the eternal peace of the departed soul.
Artist passes away
ITANAGAR, June 4: Padmeswar Thakuria, an artist of Directorate of Secondary Education has passed away at his residence in Guwahati yesterday morning.
Born on April 01, 1967 at Nahira village, Kamrup district, Assam, Late Padmeswar Thakuria was appointed as Artist in the Department of Education and joined the service on 24th June 1992.
Meanwhile, the staff and officers of the Directorate of Secondary and Elementary Education have expressed deep shock on the death of Padmeswar Thakuria. They deeply mourned the death of Thakuria and described his death as an irreparable loss to the department. The officers and staff of the directorate also prayed for the eternal peace of departed soul and to bestow enough strength to the bereaved family to bear the irreparable loss.
Football training at Pasighat concludes

PASIGHAT, Jun 04: Keeping in mind the need to explore hidden talents of the young players and sport enthusiasts, East Siang District Football Association organized a ten day free coaching on "Grass root Football" at Pasighat general ground, which successfully ended last evening.
Altogether 19 budding players between the age group of 6 to 14 years have been selected. Veteran footballer of Pasighat, Tomas Ering imparted training on basic techniques and various other aspects of football.
Attending the concluding day, District Sports Officer, Nada Apa, Tanya Padu and other senior football players delivered speech on the importance of maintaining discipline and adherence to the rules of sports and games as players.
Lamenting over the lack of basic needs in the field of sports and games in East Siang district the District Football Association has appealed the government to pay heed towards development of the sector.
SAYA seeks clarification
ITANAGAR, June 4: The Save Arunachal Youth Association (SAYA) has claimed that its president Likha Rajnik was arrested yesterday and confined from 10am to 7pm without giving any valid reason.
Maintaining that the president was arrested in order to stop him from disclosing the mismanagement of financial status in the state, SAYA has sought explanation from the home department on the reasons its president was arrested. Further it stated of launching democratic movement against the department if its demands were not met.

Daporijo, June 4: The protection wall of suspension bridge over Subansiri River has collapsed just after the one month of its completion, putting a big question mark at the quality of its work.

river at Pakam Colony, which connects Dugi village with Daporijo under SPA 2014-
Local MLA Dikto Yekar inspected the site and expressed his dissatisfaction over the quality of the work executed by PWD and asked the implementing agency to immediately reconstruct the protection wall of the bridge.

Many govt staff and other people working in either side of the bridge are forced to take the long route to reach their offices, informed one of the staff.

Railway Station sans basic amenities

ITANAGAR, June 4: The Naharlagun Railway Station is in dire need of staffs and basic amenities for commuters.
Lack of safe drinking water facility, inadequate staff, including security personnel and maintaining cleanliness have been the major problems.
The station does not have sufficient experienced staff, porter/coolie, ATM and proper parking facilities causing great problems to the passengers. Further almost all the staff employed in the station are first timers. All affairs/activities of the station are being looked after by the lone Assistant Station Master (ASM), who also is a first timer. According to the ASM, there must be a Station Superintendent at the station besides one more assistant station master.
Moreover, a former Chief Goods Clerk has been made Enquiry cum Registration Clerk, who is not experienced enough for the job he has been assigned. He gracefully admitted that he had been facing some problems in delivering service to the passengers promptly due to lack of experience.

It is reported that some smart cards produced by patients do not have sufficient biometric data about the family members, while there are no finger prints of the holders.
Moreover, finger prints entered in the electronic card was not tallied with the holder/s during verification, forcing the patients to clear their bills.
The ambitious health insurance scheme, launched on 20 February 2014 is aimed at providing cashless treatment to all sections of people in the state by giving coverage of Rs two lakh for almost all categories of diseases. The state government entrusted 'The New India Assurance Company Ltd' for preparation of the smart cards inserting all required biometric information of the beneficiaries such as name, sex, age with fingerprints. But, there are instances of erroneous entries depriving poor families from getting benefit under the insurance scheme. In a recent incident, one Yabi Tayeng, 59 year old women of Ruksin village here was admitted at Divjani Medicare for a surgery but there was no finger print of the patient and other family members in the electronic card.
Moreover, Yabi, who is the family head, is also wrongly entered as 'Male' in the card and thereby deprived from benefit under the scheme. Earlier too, the hospital have detected some invalid smart cards, which has been reported to the authority concerned.
Govt to review and inspect NEC, NLCPR and CSS
ITANAGAR, June 4: State Cabinet headed by Chief Minister Nabam Tuki in its sitting on Wednesday has decided to conduct review and inspection of all schemes being implemented under NEC, NLCPR and State as well as Centrally Sponsored Schemes (CSS).
The review and inspection shall be done by respective ministers and a detail report would be submitted to the government on each scheme. Cabinet decided to act firm on any lapses found in the implementation of these schemes, said Government Spokesperson Bamang Felix.
Cabinet has taken serious exception to the allegation leveled by BJP MLAs of embezzlement of Rs. 900 Cr. under NEC and NLCPR in the state which the govt said is "without any substantial proof". It stated that such an irresponsible act carried out by elected representatives of a particular political party have given an impression especially in the Govt of India which is inimical to the state of Arunachal Pradesh. Our image in the eyes of the rest of the country has taken a huge toll, it viewed.

Two arrested for smuggling tiger teeth
PASIGHAT, June 4: Forest officials have nabbed Mining Danggen and Aniram Lego on June 3 at Pasighat for allegedly trying to smuggle Tiger teeth.
Led by DFO (T) Tabang Jamoh, forest rangers O Gao and J Geyi and forester T Taying nabbed the alleged smugglers based on intelligence report.
Ranger Gao informed that accordingly a raid was conducted by the team at the house of Lumsang Borang, near DEM Higher Secondary School, Pasighat where they recovered the tiger teeth. Mining Danggen was caught during search operation while the other accused Aniram Lego tried to flee but was nabbed after a chase. A case 'CR 87/2015' has been lodged under various sections of Wildlife (Protection) Act 1972. Both the accused have been sent to 14 days judicial remand after producing in the local court here today. BJP’s Jan Adolan back, says will not stop till Tuki steps down

ITANAGAR, June 4: Seeking imposition of financial emergency in the state, the Jan Andolan Committee of BJP state unit today made it clear that it would not stop till Nabam Tuki steps down from the post of chief minister.
Nabum Tuki has rampantly misused his office, power and position without considering the established procedures, resulting in financial crisis and lawlessness in the state. His tyrannical attitude in mismanagement of the state fund started from the beginning of his regime as chief minister in the year 2012. Arunachal is at the verge of collapse, due to the breakdown of constitutional machinery Article 360, the committee stated in its representation submitted to the Governor.
It has given the state Governor ten day's ultimatum after which it has warned of launching its movement.
Addressing media persons at Press Club here today, Jan Andolan committee chairman Tame Phassang alleged that the state government misappropriated funds by depositing all the funds in Civil Account.

Few days later the Chief Secretary issued a WT Massage to RBI, all DCs/ADCs and to TOs/STOs to suspend all bank transactions till April 5, 2013 and transfer all kind of bills/payments and transfer it to Civil Deposit and the validity of Cheques were allowed till April 30, 2013 rather than March 31, 2013.
Interestingly, on April 10, 2013 the Development Commissioner issued an order directing
RBI, SBI, all DCs/ADCs and to TOs/STOs to make clearance of all treasury bills up
to Rs. 5 lakhs only. Again on April 16, 2013, Development Commissioner issued a WT
message in the same manner to the concerned and allowed making clearance of all treasury
bills up to Rs. 25 lakhs only. In the meantime on April 23, 2013, the said Development
Commissioner issued order to PCCF, Commissioners/Secretaries -
'In 2014, due to the mismanagement the state exchequer's balance has gone over draft (OD) by the end of 2013 to such extent, that the State Government was inclined to beg loan before the RBI', the letter further read.
The committee has also alleged the Congress led state government of misusing GPF and New Pension Scheme (NPS).

Don’t remove special category status in haste
The decision of union government to withdraw special category status to NE states is beginning to haunt the BJP led government. Prime Minister Narendra Modi has came under intense pressure from the Chief Ministers of North East to continue special category status in letter and spirit by restoring the additional central support to the remote and backward regions as done by all successive Governments.
As per the report this demand was renewed by Nagaland Chief Minister during his meeting with PM Modi. Chief Ministers of all the eight North Eastern states had earlier sought Modi’s intervention to continue with the Special States Category status to their respective states so that the special financial support they get from the Centre was not done away with. The region, due to its difficult geography and checkered history could not match with the rest of the country even after 68 years of Independence. Chief Minister of Arunachal Pradesh Nabam Tuki has also strongly opposed this move to remove special category status. Govt of India should listen to the grievances of NE people. Before removing special category status they should help NE states to stand up on their own feet.

After the publication of the advertisement, we never got intimated by the Department again, there were no postponement advertisements, no call letters issued, no notices, or any clarifications as why it was being delayed or when or if there was ever going to be any exams held for filling up the posts. The concerned candidates had religiously filled up the forms.
I being a Chemical Engineering graduate was hopeful that I was definitely going to
get a job in our state, finally. I pursued my engineering because I was selected
through the NEE-
It’s been a long 3 years since I graduated, I am unemployed, financially broke, physically and mentally exhausted. I have waited enough, 4 years since the publication of the said advertisement; it’s high time department actually recruited some of us.
Now being the peak time for students that have passed their board exams, they must be very excited about their future, about going out for their further studies. I wish them all the success, luck; but also ask them to be wary about the prospects that our state govt. endorse during the entrance exams and counseling rounds; as you can all see for yourselves what the actual condition of our state is. I also ask the State Govt. so as why do they endorse fields like Computer, Chemical Engineering, Architecture, if they do not plan to utilize or employ on any of that.
There are thousands of unemployed graduates who are frustrated to a suicidal level like me, asking why the government has turned a blind eye towards us, shelling out false promises of employment for each and every household, when in the reality they can’t even pay for the current employees working under various departments of the state.
Please look in to the matter at the earliest. We are tired of waiting, and we want some answers. Please don’t fail us time and again.

Don’t set a trend
Dear Editor,
The Finance & Account officer/Treasury officer advertisement dated 20th April 2015 published by the Arunachal Pradesh Public Service Commission is defective, unacceptable and unjustifiable on the following grounds.
1. Finance & Account officer/Treasury officer service is not a technical service
unlike Engineering, Forest, Health, and Legal services. In Indian public administration
the Services are categorised into two broad categories -
The earlier precedent for recruitment for the post of the F&AO/treasury officer was
held through Arunachal Pradesh combined competitive services examination along with
all other non-
Under Art. 320(3) of the Indian Constitution the recruitment rules of all Group A & B service posts in various ministries/Departments of Government of India and the respective State Government are required to be framed in consultation with the respective Public service commission but through enquiry it is revealed that such consultation was not done.
In the advertisement the eligible education qualification requirement includes Bachelor degree in Commerce/ Business Administration /Economic or Bachelors Degree in any Discipline with Statistics and Mathematics as one of the prime subjects from a recognised university. But in the Syllabus issued by the Secretary Finance it is found in the preliminary examination that there is no mention of statistics or Mathematics except Indian economy and commerce and rest are general subject like Indian history, geography, Indian constitution etc. And also in Mains examination for the said post, in its syllabus, for the optional papers the candidates has given a discretion to choose any of the three papers from the ten given optional subjects, here also very interestingly there is no mention of Mathematics subject. Statistics subject is given but it is optional and hence the basis of disqualifying other discipline aspirant from the said examination is framed with ulterior motive.
Therefore, I would like to request the concerned authority especially the secretaries of all the concerned departments to cancel the examination as if this exam is permitted then in the history of Arunachal public services recruitment you will guide the state government to new unjustifiable trend and precedent in the future.
Therefore, I urge all the administrative head concern to look into this area and follow the system of recruitment policy and pattern of UPSC and act like a true guide to your political executive as being the brain and arms of the political executive. Nevertheless I know my appeal will go to the deaf ears of the concerned authorities but I am sure this trend will lead to future anomalies in state civil services recruitment policy of the government of Arunachal Pradesh.

Dear Editor,
Whenever I go through your esteemed daily, I only see the sad side of the state and its citizens. The people of the state are really depressed and in shock due to many reasons. I personally feel the present government is also under tremendous pressure with “curse” from the common people. Every day your papers writes about dharna, no salary, no stipend, no water, bad road, no electricity, rape and molestation, murder and abduction, allegations against department, illegal use of powers by officers, drug trafficking, encroachments, new creation of unions, societies, bandh call and protests.
I personally believe we are deviating from progressive way to tunnel of destructions. We are not many in numbers. If we work hard, we can be way ahead of others. Today we all are blaming the present government which is not fair. If we were not involved in corruption, how can a local representative chuck off our share of development. We all should wake up and create a new era in Arunachal history. Please stop the blame game and start working.
